Valsts Elektrotechniska Fabrika (state electrical works) established aviation division 1935 to produce aircraft designated I from designer Karlis Irbitis. I-11 low-wing 2-seater (1936) led to I-12 built in series, plus prototypes of various trainers and fighters, halted by Soviet invasion 17 June 1940.
